An Imaginary Meme is something which you can easily imagine becoming a (popular) meme, but which currently isn't a meme.

Basically, the whole Obscurity Portal is a big fractal of imaginary memes: it is an imaginary meme by itself, and as you dig into it, every level is also an imaginary meme, down to individual phrases.
